The National Permanent Population Committee
In accordance with the request of the Ministry of Social Affairs (MOSA), the Council of Ministers has approved the establishment of a National Permanent Population Committee (NPPC) in December 1994.
The main tasks of the NPPC, described in the ministerial decrees number 20 (04/10/1995) and number 39 (01/12/1994), are as follows:
• Draw attention to implications of population issues on the economic, social and educational infrastructure and suggest possible responses
• Raise public awareness of population issues
• Recommend participation in national, regional and international conferences and fora on population related matters
• Monitor the implementation of recommendations from regional and international conferences approved by the Lebanese government
• Promote coordination with relevant ministries for follow up on commitments of the Lebanese government in the area of population
• Coordinate joint relevant actions with specialized United Nations agencies
• Coordinate and organize the relationship with UNFPA and specialized UN agencies and follow up on their recommendations and decisions that are approved by the Lebanese government
• Follow up on the implementation of population related initiatives in Lebanon
• Propose population policies that are in line with the overall national policy including data collection, analysis and follow up on results
• Compile studies and research on population issues and publish the ones deemed appropriate
• Undertake all tasks assigned by the Council of Ministers and not mentioned above
The NPPC consists of the following members (As per ministerial decree number 1/173 04/06/1999):
• Minister of Social Affairs (President)
• Director General of the Ministry of Social Affairs (Vice-President)
• Representatives of relevant ministries and official bodies (Central Administration of Statistics, Ministry of Municipalities, Ministry of Information, Ministry of Environment, Ministry of Education and Youth and Sports, General Directorate of Personal Status, Ministry of Public Health, Ministry of displaced, Council for Development and Reconstruction)
• Representatives of NGOs concerned with population issues (Lebanese Family Planning Association, National Council for Social Service)
• Experts (Demography, Statistics, Sociology, Economics, Geography, Media, Environment, Health care and reproductive health) and a coordinator
• Secretary
